Greece Bets on Branch Campuses as Reform Opens the Door to Foreign Universities

For decades, Greece kept overseas universities out. A recent change in the law and the international university response has been faster than almost anyone expected.

Since the March 2024 reform allowing private foreign institutions to operate on Greek soil, four branch campuses have won approval and five more applications are in the queue. A December 2025 report from MSM Unify and Study in Greece argues this is only the beginning.

The case is unusually strong. Greece sits at the crossroads of Europe, Asia and Africa, within reach of fast-growing student markets across the Balkans, the Middle East, Central Asia and South Asia. Tuition undercuts most of Western Europe. EU mobility rights come as standard. And English-taught bachelor’s and master’s degrees have grown roughly 80% since 2019.

There’s urgency behind the ambition, too. Domestic demand among 18-to-24-year-olds has flattened, meaning Greece’s next chapter of enrolment growth has to come from international enrollment.
